RESUMO

The dissertation aims to analyze a municipal public policy of integration of young people between 15 and 24 years in the job market, the city of Sao Paulo, Marta Suplicy in the management (2001/2004). The search to consider the state as the key agent for the promotion of employment policies analyzes the Labor Scholarship program which, among others, seeks to overcome social exclusion. The purpose of the analysis is to identify the consequences of such policies on employment and unemployment of youth. The dissertation was developed on the basis of statistical data side and semi-structured. The hypothesis that guided the search is to delay the entry of young people in the labour market and improve its condition for integration in society is an important step for the performance of employment policies, along with an economic policy to maintain appropriate levels of growth and sustained. In that sense this study has added efforts, especially in understanding the path pursued by public policy of integration into the labour market.
