AVALIAÇÃO DO PROGRAMA DE EDUCAÇÃO EM SAÚDE BUCAL DE RIO DO SUL - SC (PROESASUL)

RESUMO

This work describes and evaluates the Program of Education in Mouth Health from Rio do Sul (PROESASUL), considering: a) description of activities developed, based in documents of the Dentistry Department of Rio do Sul Health Secretary; b) the verification of actions and practices introduced effects, through analysis of epidemiological indicatives and knowledge level of scholars; c) analysis of actions developed, according to respected categories adopted. The qualitative research consisted of analysis of documents produced by the Service and other institutions, and analysis of teachers (n=79) and dentists (n=10) perceptions in 17 schools, defined according to aleatoric criteria, achieved through semi-structured interviews. The synthesis of analysis was done based on nine definitor categories of Health Promotion and Diseases Prevention approaches, offered by Buss (2003). We found out a coherence between the official speech and the practice, identifying one practice of Health Promotion in the categories referring to: a) the Health Concept because this is presented as a positive and multidimensional concept and not limited to absence of health; b) the Intervention Model because it is participative; c) the Strategies adopted which are diversified and supplementary; d) the Executors of the Program, which is multiprofessional and multisetorial. As an eminent practice of Health Promotion, we found the category Incumbency, once the contents and themes are directed to prevention of the cavity disease. For the other categories, we noticed that the Program is in a process of transition. The Actions dont reach all the population in their total environment, but they are not limited only to the high risk groups. In the category Program Aims, we noticed some changes in the situation of individuals and their environment, expressed as childrens behaviors and skills in personal care, and teachers that prize health in school context. Based on declarations of the interviewed subjects, we perceived a participative mesh of dentists and teachers, however, from the parents there is a passive acceptance, with few involvement. The epidemiological data showed a significant improvement in mouth health condition of scholars attended by the Program. There was a reduction on the average CPO-d, at twelve years old, from 6,8 (in 1991, beginning of the Program) to 1,26, in 2000. According to the results of research accomplished by an organization external to the Program, the scholars knowledge about mouth health amplifies as the scholar level increases. We concluded that the activities accomplished by PROESASUL have been effective and have produced a positive impact on mouth health condition of scholars from Rio do Sul (SC). Although, we recommend a re-dimension of actions, including strategies that can support the participation of all the community, and amplification of incumbency, going beyond the specific disease for a web of health themes.
