RESUMO

The objective of this study was to evaluate the process of decentralization of the Agita São Paulo Program (ASPP). The research method used in this evaluative case study methods were mixed, using quantitative and qualitative data, divided into two phases. The first was characterized by the documental analysis of the actions described in the ASPP articles found in national and international journals, in addition to technical manuals published by ASPP. A second analysis of the telephone interviews using a semi-structured interviews applied to key informants from three groups: Seven coordinators ASPP, 17 regional interlocutor (RI) of the Regional Health Department (HSD) and 61 local Interlocutor (LM). The goals of ASPP on the State of Sao Paulo, the increase in cities with physical activity programs although it was unclear the baseline in 2005, seems to have been reached, and today 260 the number of cities involved and the decentralization of ASPP, 40% of cities in the state, with 67 cities received federal funding in 2006 and 2007 and 70% of them are partners of ASPP. The program is known by 80% and mobile management strategy of the ecological model used by the ASPP is known for 52% of IM. The recognition of the contribution of ASPP and HSD in the process of decentralization by IM is 39% and 33% respectively. The process of decentralization occurred in two ways, a greater proportion of shares held by the general coordination directly to the municipalities, followed by coordination of actions for the city through the HSD. The strategies recognized as successful in this process were: 1) Establishment of decentralization as a priority, 2) technical meetings internal and external, 3) training courses; 4) Involvement of HSD), 5) creation of boards and regional partnerships and municipal 6) Participation in events which would bring together managers and technicians at state, regional or local level; 7) Development of technical material 8) Encourage the celebration of specific events in the network and 9) evaluation of the involvement of HSD in the process. Issues related to the structure of decentralization as human and financial resources, political support, commitment of the Director of HSD are still challenges that must be overcome. Overall the ASPP is aligned to the principles of health promotion, despite apparently having a normative character and develop health as absence of disease
