RESUMO

The general objective of this Masters degree dissertation is to understand the evaluation practices of social projects in five NGOs in the Greater Florianópolis, identifying similar models and assessing the extent to which the use of these models is influenced by the nature of the performance focus. These models, endowed with experience as well as applicability in the educational field, are being adapted and used in the evaluation of social projects. To achieve the general objective of this study, evolution and views on evaluation of social projects were identified in the literature, critically analyzing the multiplicity of theoretical models used to evaluate social projects. After identifying the models used, categories of analysis were created, in order to compare the methodologies used in the NGOs investigated, based on their performance focus. Finally, the conditioning factors arising from these focuses were evaluated, in relation to the adoption of specific performance models, which are able to limit or facilitate the evaluation process. Thus, to reach the specific objectives, it was sought to identify the field known as the Third Sector in its formal reality and then to present the concepts and evolution of the evaluation of social projects. In the following stage, various evaluation models were pointed out which were clustered by similar approaches, based on their philosophical and ideological sources, as well as their methodological preferences. Finally, the current scenario of evaluation of social projects in Brazil is explained. This is characterized as a qualitative study, using an interpretative case study as a field strategy, with closed conceptual categories, and content analysis as the data analysis technique. In the conclusion, it is observed that evaluation models are influenced by the nature of operation of the NGOs investigated, arising from the attribution of value, which are influenced by philosophical and ideological beliefs as well as methodological preferences. It is hoped that this work will constitute an extensive and profound framework for subsequent study in the area of evaluation of social projects
