Avaliação da implementação da resolução da RDC 218/05, da ANVISA, e sua eficácia perante as unidades de comercialização de alimentos e bebidas em Salvador - BA.

RESUMO

In the globalized world the media plays a very important role when related to contaminated foods which can be source of health issues in the population in general. The denomination of sanitary vigilance was employed to establish the field of study related to public health which targets health protection by reducing or extinguishing the risk of disease. The Chagas disease spread by the sugar cane juice in Santa Catarina state and in Amapa state the contamination also promoted by the açai juice besides the sugar cane one are among recent descript cases. Considering this problem and the need of controlling it to prevent food transmitted diseases, the ANVISA (Brazilian National Agency of Sanitary Vigilance) has elaborated resolution RDC 218 of 07/17/2005 where laws and procedures are stated, in order to reach the hygienic and sanitary manipulation of the vegetable originated products. This resolution also establishes the proper way of commercializing it in several levels, including the involved commercial establishments where food is available for sale. This research has the objective to evaluate the implantation and efficacy of referred resolution in the units of commercialization of products of vegetal origin in Salvador, Bahia, Brazil. The design was composed by 217 stores samples, placed in 5 different sanitary districts, where it was proceeded a semi-structured form application which was answered by the stores managers or employees whose would work with the following units: street stores e street cars with and without proper refrigeration and ambulant street sales. The following products were elected to this study: coconut water, sugar cane juice, fruits juices and frozen pulp juices. Descriptive statistic was used to analyze the results and also the bi-variated analysis to help with the proper study of the object. The efficacy determination was determined in the following way: critical (0-25%), Regular (25-50%), Good (50-75%) and Excellent (75-100%). Considering the outcome the conclusion was that the majority of the vendors were man with incomplete primary educational levels, with very few cases of vendors with college degree. It was remarkable also the great numbers of immigrants from another parts of Bahia State. It was observed that most traders not participated in training about the best practices of manipulation, which led to the inadequacy of sanitary-hygienic procedures, as well as the procedure for washing of hands were carried out in an inappropriate manner. The district with the highest percentage of licensed units was the center of history and the product with the highest percentage of license was the coconut. Almost all the studied units didnt recognize the resolution 218, but this event didnt have an impact in their commercial activities or caused inconvenience to the establishment license issued by the sanitary vigilance. Sanitary control happened eventually and this procedure wasnt enough to clarify proper hygienic and sanitary procedures. In some establishments was noticed proper refrigeration and protection but none of the products would receive proper sanitary treatment as stated in resolution 218/05, concluding that the referred resolution wasnt in fact totally observed. The product with best proper care was the frozen pulp juices, not only the product itself but also physical structure of the store, product protection and vendors were aware of the statements of resolution 218/05. Such units received score good. According to this research the resolution 218/05 is far off away of being enough when related to satisfactory hygienic food control. It is necessary to implement educational efforts to the proper control and commercial work of vegetable origin foods and beverage vendors in order to assure proper security in food manipulation and commercialization.
