RESUMO

The objective of this dissertation is to evaluate the underwriting mechanisms employed by Brazilian insurance companies, trying to determine the grade of technical efficiency of these companies and identify the determining factors. So based on the data furnished by FENASEG (National Federation of Capitalization and Private Insurance Companies) in its Annual Brazilian Insurance Industry Report for 2006 and were selected some decisive variables related to the Combined Index Factor- which shows the good acceptable risks- and applied the Data Envelopment Analysis (DEA) method. Forty five insurers of general and health insurances were used for the sample. Fundamental information is shown concerning the National System of Private Insurance, the dynamics of this sector in the Brazilian economy, the underwriting principles, the objectives, decision processes and final evaluation. In the final stage, the efficiency ratings were analyzed by segments: property (national insurers, joint ventures and subsidiaries), distribution channels (banks and independents) and the field of activity (general or health). Data interpretation points to the segments that should improve upon their methods for risks selection, thus improving their profit margin. The study has showed, for example, that joint ventures, bank and health insurers are more efficient than firms in other segments. Besides, it has tried to identify the evidences and characteristics existing in companies that more stand out concerning technical efficiency in the insurance market. Among these factors, for the large scale companies, we can quote the control of operational costs, through the revision process and investments in information technology. Smaller companies have been looking to concentrate in specialized lines, focusing on businesses niches that frequently demand high different characteristics for underwriting, claim treatments and distribution capacities
