RESUMO

The health systems performance assessment has gradually become more important among health and academic sectors managers. It has been considered as essential part of the action planning for the guarantee of the quality of attention and of the process of subsidizing decisions that provide the needs of the population. Thus, it constitutes a healthcare management technology. This paper intends to know the recent characteristics of the debate on health systems performance assessment through the source of the scientific production, the attributes related to the structure, process and result of the systems, and the methodological options used to develop those studies. The data were gathered from the indexed databases Medline, Lilacs and Scielo, from 1990 through 2007. Studies on assessment of health actions and programs were excluded. The attributes related to efficiency, quality and effectiveness associated to structure, process and result, respectively were analyzed. The results point out a tendency for developed countries academies to a greater concern about the healthcare systems development, especially with quality issues. However, Brazilian health systems have given more space to scientific production of this matter. It can be seen in the intervention assessment studies, developed in a greater number, whose relationship is to the health systems structure. A greater frequency of empiric studies will certainly contribute to the institutionalization of the performance assessment, especially in developing countries.
