As condições para a emergência e a formação de lideranças pelo Orçamento Participativo na perspectiva de Freire e Gramsci

RESUMO
This thesis analyzes some conditions for the emergence and formation of leadership based on the experience of the Participatory Budget (PB) in the State of Rio Grande do Sul and in the Municipality of Barão. It presents the historical and cultural context of the population of the Area of the Vale do Caí. It refers to a collective construction fomented by the cultivation of religious and community values that are reflected in the political participation promoted by the Participatory Budget. By analyzing leadership conditions in Gramsci and Freire, the study verifies that in the PB a shared form for decision making on investments and public politicies, favors the awakening of political and social leadership. With the appearance of new municipalities starting in 1982, the population got closer to the public power and changed the relationship with the community leaders who began to occupy administrative functions. There is the need for a public organization that includes a territory beyond the community limits. What was distant and unknown two decades ago now becomes an extension of the communitys existence through the invitation to participate in the public power structure. Interviewed persons of the state Participatory Budget, Administrators and Counselors of Barãos Participatory Budget contributed with their reflection about the conditions that the PB presents for the appearance and formation of social and political leaders. The thesis highlights the following conditions for the emergence and formation of leaders: the community and public context, knowledge of the operation of the public administration, the critique of the myth of authority, the opportunity of public manifestation, the political and social transformation and social organization. The study suggests that due to the lack of spaces that promote conditions for the emergence and formation of leaders, there is the need for more detailed studies on the theme
