RESUMO

This doctoral thesis seeks to investigate the practices of urban recreation in Brazil and its development-including the national developmental until globalization, addressing the artistic production of the period, public policies and inclusion of the private sector, with the parameter analysis of the theory of Habermasian communicative action. Second interpretation of the data leisure in Brazil has grown as complexity systemic society, linked to the daily lives of people, through the spontaneous demonstrations, the relationship between subject and communicative action. With the advancement of sub-systems money and power, leisure appears also been colonized, and in public policies, in private actions, or in the cultural industry in the use of mass communications. In Brazil the state invested in technology (radio aerial, cameras, tapes and studios of cinema; satellites for television, cable, networks, providers for the Internet), then to be operating with private capital. It is not too say that the state was the major patron of the Brazilian leisure. He was effective participation, both in public policies in the state and municipal departments, such as laws, incentives and supervising the operation private. In the historical period was characterized examined the presence of government actions, even with the privatization or the removal of the state. We conclude this work saying that leisure is the fruit of relations between subjectivities intact in the capitalist system, which has developed through the complexity of society, having an intimate connection cultural-artistic. Expressing the three spheres of World of Life (culture, society and personality), through the want of the individual, who is seeking the pleasure of local media, the relationship subjective and action considered by the group as leisure, according to the customs of place. The leisure also reinforces the idea of social development, class and economic power. Their expressions are palpable in society: social activities in groups; practices of popular entertainment (street, and folklore festivals typical), the theatres, and cinemas, the arts, and physical activities, the sport and the mass communication s activities the leisure industry
