Alta corrupÃÃo como resposta a baixos nÃveis de accountability

RESUMO

Corruption is a phenomenon that has practically reached all societies in minor or in greater scale. The damage caused by corrupt actions, particularly in the public sector , has generated problems that endanger its own administrative capacity making its performance be minimized and negatively reflect itself in important sectors of societies, such as economic, social and political. Thatâs why, the public corruption has become the subject of intense debate in various countries. In some cases, the phenomenon has become real midiatic scandals that more and more has originated reflections about controlling mechanisms that inhibits and avoids predatory actions by the corrupt agents against public interests crystallized in the States. Studying public corruption, verifying its logic and what factors interfere for its manifestation is the main aim of this work. Corruption here is understood as the voluntary interaction of rational agents, based on orders of preference and restrictions, in the attempt of capture, illegally sources of organizations, in which at least in one of them takes part, and the actions being propitiated by a low accountability setting. Thus, the level of accountability has central importance in the work, since it is conceived as intimately related to the levels of corruption. So, the lesser the exercise of accountability, the greater the corruption level. In this sense, the corruption is directly linked to controlling actions. In the Brazilian federal public administration, this control is dmade by many institutions, among them it is highlighted the Tribunal de Contas da UniÃo (TCU). In search to verify the performance of this Tribunal, and as consequence the accountability level that it has been carrying out in the Brazilian federal public sphere, some of its actuations will be analyzed, among them, a set of audits implemented in 2001 in 304 works involving governmental federal resources. In these works, serious irregularities were found, in 39,8 % which configured very worrying numbers. Therefore, it will be analyzed if the actions developed by TCU in the combat to irregular acts, in special the corruption, are being enough to repress such practices or not
