RESUMO

Dengue, a disease linked to urbanization disorganized, irregular water supply, unreliable garbage collection and climatic factors, constitutes a serious public health problem in Brazilian large cities, among them, Fortaleza. This study aimed to examine the role of different stakeholders by addressing eco-bio-social, to control the dengue epidemic. This was a survey based on stakeholder analysis, with the support of the United Nations Fund of Childhood, the International Development and Research, Development Programme United Nations, World Bank and World Health Organization Special Programme for Research and Training in Tropical Diseases (TDR) held in Fortaleza with exploratory and qualitative perspective, in the period October 2010 to January 2011. And were interviewed in depth with 10 schools / centers, 5 health care, a sector of infrastructure, a sector of the environment, two companies responsible for garbage collection and a company responsible for water supply. In addition, the city was divided into quadrants, which has drawn up randomly and 10 to better understand the role of the Family Health Program (PSF) of these blocks with respect to dengue, were interviewed health professionals, agents health and endemics. The data were collected and analyzed by transcripts NVivo software, which led to the following categories: Characteristics of stakeholders; Stakeholder analysis: their roles and their joints; The view of stakeholders on issues, the role of PSF in dengue control; Possible solutions based on stakeholder analysis. It was noticed that some social actors, such as the nuclei of endemic diseases and epidemiological surveillance, have greater influence in the setting of dengue, and position themselves favorably in the action of disease control, while the secretary of infrastructure and the company water supply are more distant from the problems in order to change reality, but directly influence the issue of dengue. Fortaleza There was that displays all the determining factors for the disease, according to the perceptions of respondents, and lack of urban planning the main cause that triggers other factors. Concerning the role of the PSF, it was found that the program still focuses and directs its activities to curative and rehabilitation and that the respondents did not indicate the contribution of the population in preventive measures. And how possible solutions were identified punishments and fines for those found to be places where outbreaks of the mosquito, greater community involvement in prevention activities through education and empowerment. Has concluded that the respondents do not perform inter-sectoral actions regarding the prevention of dengue fever, despite the existing joints. Therefore, it is necessary that public bodies will change the strategy of engaging the population and to direct their efforts in trying to control urbanization and improving the socio-sanitary conditions of communities.
