A trajetória dos processos de regionalização em Santa Catarina : escalas geográficas e atores sociais

RESUMO

O presente trabalho analisa a natureza e o significado das sucessivas regionalizações e o processo de construção regional não inscrito nos processos oficiais de regionalização existentes no Estado de Santa Catarina entre 1941 e 2008. Na trajetória das regionalizações catarinenses encontramos espaços da administração pública, espaços das redes federativas de coordenação horizontal e espaços dos movimentos sociais, que definem questões de pesquisa e estabelecem o desafio metodológico da escala dos fenômenos na construção regional. As formas e conteúdos dos atores não governamentais são percebíveis pela escala da sua ação social, definida pelas interações socioespaciais manifestadas em redes associativas. Essa forma espacial representa períodos articulados em rede de relações, experiências e entendimentos sociais cujos limites não são contíguos, são porosos, instáveis, mudam conforme a estratégia de ação, os interesses e as possibilidades desses atores. É possível identificar a emergência dessas escalas insurgentes ou a regionalização que emerge da ação articulada em rede de atores não governamentais, mudando-se a escala de apreensão do fenômeno regional. Para explicitar essa apreensão, tomamos como escala de análise o Planalto Serrano e a atuação do Centro Vianei de Educação Popular (Centro Vianei), sediado em Lages/SC, como ator político-territorial que atua na construção da região. Diante de tal cenário, este trabalho de pesquisa faz uma leitura da região como escala espacial de ação dos atores sociais, em que intervêm relações sociais, econômicas, políticas e simbólicas, percebendo que o processo de regionalização não é simplesmente o recorte do espaço em frações, não é somente um ajuntamento de municípios: reconhece, no ato de regionalizar, a ação social decorrente das estratégias implantadas pelos atores sociais, em múltiplas escalas diferenciadas. The present work analyzes the nature and the meaning of the successive regionalization, as well as the process of regional construction, not enrolled in the official regionalization processes of the State of Santa Catarina between 1941 and 2008. In the path of Santa Catarina#s regionalizations, we found public administration areas, federative nets of horizontal coordination areas and social movements# areas, which, define research subjects and establish the methodological challenge of the scale of the regional construction phenomenon.The forms and the contents of the non governmental actors are perceived by the scale of its social action, defined by social-space interactions showed in the associative nets.That space form represents articulated periods in social relationship nets, experiences and understandings, whose limits are not contiguous, but porous, unstable, changing according to the action strategy, the interests and those actors possibilities.It is possible to identify the emergency of those insurgent scales or the regionalization that emerges from the articulated action on the net, from non-governmental actors, by changing the perception scale of the regional phenomenon.To explain that perception, we take the analysis scale of the Mountainous Plateau and the actions of the Vianei Popular Education Center (Vianei Center) headquartered in Lages/SC, as a political-territorial actor that acts in the construction of the region. Facing this scenery, this research work makes a reading of the area as the space scale of the social actors action, on which intervene social, economical, political and symbolic relations; perceiving that the regionalization process is not merely cutting off the space into fractions, or the reunion of municipal districts; but recognizes, in the regionalization action, the social action resulting from the implanted strategies by the social actors, in multiple differentiated scales.
