A relação entre modelo organizacional e a efetividade de projetos de natureza pública: um estudo de caso da associação do agronegócio de Timbó, SC, no período de 2000 a 2008

RESUMO

In the search of a public administration turned to citizens participation as integral and effective agent of the actions accomplished by the rulers, so that this the administration is more and more professional and fewer politicized, it was looked for to characterize before which criteria are appraised and executed the leaning projects or even executed by the municipal administrations, turning them respected like this by the public opinion. This research is a case study that had as research object the Associação de Agronegócio de Timbó (ASSAGRO), and lens to analyze the effectiveness, of a public nature project: relating it with Timbo municipal governments organizational model (SC), in the 200 2008 mandates, as well as to characterize and to analyze the creation and the continuity of the project ASSAGRO identifying before which criteria this same project is executed and to identify also which the organizational model of the municipal governments section that it participated in the implantation confirming if there is or no influence of this model to the fomentation of projects of this nature. This study was divided in two stages: in the first, it was analyzed the existent documentation on the report of the formation of the association and public section that, together with the associates, they participated in the creation and effective of this project. In the second stage, through a semi-structured questionnaire, all the associates and to the representative of the public power involved in the creation and continuity, trying to reach the proposed objectives for this research. The results obtained evidence that associates solid participation inside in the decision and accomplishment of changes of the administration of the Association, as well as the self-confidence deposited in the marketed product and the acceptance of the product by the customers, could be corroborated it effectiveness, through I benefit offered it to the user, the self-realization possibility, the respect with the traditions and cultures, the social compromising and economical growth told by their members. The participation of the public power came characterized by an identified model by the users as bureaucratic in the moment of the creation of the project, when the farmers looked for technical support for solution of commercialization of their products, which, now, for they be already better found and united in the one that in the context of the associative, they are considered less dependent and sometimes they judge not to need more of the support of the Public Power
