RESUMO

In this research, I have shown that a lot of hearing professors started teaching Brazilian Sign Language (LIBRAS) after Decree number 5626-2005. This occurs because many deaf people did not exceed the higher education level. Moreover, the decree stipulates the priority of deaf people, even those who, despite of having reached the level of high school graduation, have a recognized certificate as instructors of LIBRAS. One of the goals of this research was to do a survey of the subject LIBRAS in Higher Education Institutions (HEI) throughout Brazil. So I got in touch with the HEI and their deaf and hearing professors. Brazils HEI started to offer this discipline from the publication of the decree. However, they have hired hearing professors once they do not know the profile of many qualified deaf instructors who hold a certificate in LIBRAS and/or have the level of graduate and post-graduate professors. The survey of the HEI, which have been offering LIBRAS subject, was done by region. In the first part of this dissertation, I will present how I have learned LIBRAS before, as well as how I have become an instructor of LIBRAS and a multiplying agent, and finally a professor in HEI. In the second part, I will expose the main theoretical approaches that distinguish the Deafness from the auditory impairment, taking into account that deaf people have their own identity and culture. In the third part, I will point the legal references that recognize both LIBRAS as a language of the Brazilian deaf community and the priority of deaf individuals in the teaching of this language. In the fourth part, I will inform the results of my research about the teaching of LIBRAS, in which deaf and hearing professors of this subject as well as some students who have attended it have participated. In the final considerations, I will bring back the question of the priority of deaf persons in the teaching of their language, pointing out possible solutions for the problems identified in the opinions of students and professors.
