RESUMO

This thesis analyses the role of the various actors, as well as the political, ideological and economic milieu, which influenced the genesis of the international refugee policies (1946-1952), and which eventually resulted in the refugee policy adopted by the United Nations. Three core themes are brought to the fore eligibility, repatriation and resettlement. These fundamental tenets of international refugee policy are scrutinized, along with the activities of the main international organizations established to provide protection and assistance to refugees namely, the Intergovernmental Committee on Refugees, the United Nations Relief and Rehabilitation Administration, and the International Refugee Organization. The contention of this thesis is two- fold: first, that the core pillars of the current refugee policy i.e. the United Nations High Commissioner for Refugees, and the 1951 Convention Relating to the Status of Refugees are the result of the early Cold War political situation; second, that the refugee and displaced persons problem contributed significantly to fueling the differences between the two blocs that were divided along political and ideological lines.
