A participação social na construção de políticas públicas em saúde do trabalhador: uma análise de redes sociais

RESUMO

The present study aimed at discussing the processes of social participation regarding the formulation and implementation of public policies in Workers Health, during the 2006-2007 period, emphasizing the long-term articulation between different social actors and the analysis of their strategies to link occupational and environmental questions. The dissertation is composed of three chapters, presented as related articles. The main research methodology is social network analysis, used also as a conceptual tool, to study the communication patterns between policy makers, health workers and users of the health system, involved in the decision making processes regarding the formulation and implementation of the Third National Health Conference, held in November 2005. The first chapter describes the debates between stakeholders from the Brazilian states regarding the deliberations approved at the National Conference. Based on documental analysis, we studied the long-term involvement of these stakeholders from the preparatory to the follow-up phases of the Conference, as well as the diversity of the social entities involved, the variety of themes selected and the implementation strategies of political actions. The second chapter analyses the long-term participation and the structure of the network of stakeholders involved in the Continental School Network, an initiative aimed at strengthening social organization and participation in public policies in 2006 and 2007. In this chapter, we show a relationship between the time of participation in the network and the intensity of information exchanges and collaboration between the members. The third chapter presents the challenge of intersectorial articulation between the Continental School Network members involved in workers health and environmental issues. Using social network analysis, we show the potential for dialogue between the individuals involved in the two issues and connected through networking, as well as the opportunities for building integrated strategies to face health workers problems related to environmental issues.
