A memória na administração pública brasileira : diagnóstico da memória organizacional do Ministério do Planejamento, Orçamento e Gestão

RESUMO

It aims to contribute to the understanding of the characteristics of brazilian public administrations memory, based on the case study of organizational memory of Ministry of Planning, Budget and Administration. It was constructed a theoretical framework that comprises Information Science and Administration, since the theme holds up Knowledge Administration and Learning Organization theories. It was presented a historical brief of the brazilian public administration and of the administrative reforms. Documental analysis and interviews were the used techniques. The study took as sample the specific organs of the Ministry, whose competences are related to the administration and political formulation in other federal public administration organizations. This research analyzed the aspects related to the leaders perception about the past information and/or knowledge retention, its recovery and use processes. It also focused on the cultural and technical barriers, as well as on the values, behaviors and practices that help the phenomenon measurement. The results pointed out that organizational memory is perceived as an implicit and natural process, in permanent development. The research also showed that is impossible to deal with a unique organizational memory; it should be dealt as a memory composed by multiple and not integrated repositories, whose mains source is the individual. Finally, Ministrys units differ from each other in their ways of developing practices and stimulating behaviors that can minimize the dependence upon the individuals on the processes of retaining, recovering and using relevant information and/or knowledge for the benefit of the organization in the present and future. Such differentiation leads to the existence of determinating factors although not exclusive of the organizational memory: the leadership and the professionalization.
