RESUMO

This dissertation reviews early actions of educational practices and environmentalist activism in Rio Grande do Sul state/Brazil between the late 30s and the early 60s of the 20th century. In that period the development of a pioneering and persistent environmental movement is led by Henrique Luiz Roessler. Roesslers militancy starts in the position of volunteer forest guard for the states Forestry Service and, from 1955, as the founder of UPN (União Protetora da Natureza), housed in São Leopoldo. Besides, between 1957 and 1963, the year of his death, Roessler writes weekly environmentalist chronicles for the newspaper Correio do Povo, approaching a great variety of subjects: river pollution, predatory fishing and hunting, riverside forests, deforestation, reforestation, indigenous lands, pollution, disordered urbanization, and protected areas. The object of examination in the present dissertation includes these chronicles, as documental sources of that time as they are, within the scope of a historical context marked by strong modifications promoted by the impulse of the industrial capitalism, which began during the Vargas era in the 30s and continued in the 50s throughout Juscelino Kubitscheks government. As its central objective, the dissertation proposes to rebuild the genesis of educational practices and the environmental-guided militancy in Rio Grande do Sul, with an emphasis in the journalistic source Correio do Povo, between 1957 and 1963. From such historical reconstitution, it attempts to systematize the many environmental problems recurrent in the state at the time; to detect and analyze the first indications of environmental education in the state found in his chronicles; to investigate possible conflicts between the emerging capitalist development in the 50s and early 60s and environmental opinion-makers; to examine landscape changes provoked by the development model in course at the time. To arrive at such objectives, the dissertation presents the hypothesis that the journalistic chronicles written by Henrique Luiz Roessler, as well as his environmental activism, constitute actions situated within the field of informal environmental education, contemplating principles that are at the very basis of contemporaneous environmental education. The dissertation based on Roger Chartiers concept of representation and Paula Brüggers and Marcos Reigotas concept of environment as well as on the methodology of historiographic writing and content analysis procedures locates Henrique Roesslers work in the field of environmental education promoted both by his weekly chronicles and his militant action in the União Protetora da Natureza (UPN), in activities of control and enforcement, writing of educational pamphlets, and guidance in churches, schools and the community. In this perspective, the dissertation, by rebuilding a chapter in the environmental history of Rio Grande do Sul, takes the form of a pedagogical subsidy that within the scope of Environmental Education can help the performance of contemporary environmental educators.
