RESUMO

The contemporary International System has specific characteristics such as the international insertion of new actors. The objective of this research is to understand the performance of local governments in International Relations analyzing the intensification of the globalization processes, its main characteristics and elements. It is argued that an important instrument of international action of these new actors is the performance of Cities Networks. To deal with this subject, networks theoretical perspectives are used in the study of two cases: Mercocities, and its Thematic Unit about Social Development (UTDS), Urbal Program, Network 10, and its common project entitled "Instrumentalization of the localities in the combat against poverty". The analysis of the activities and projects developed in these networks will contribute to the identification of local governments possibilities and challenges in international performance
