The authors analyze the major changes in higher education (1995-2007). Based on the information of key indicators, they discuss the main governmental policies and legal references, expansion of enrollments and of institutions, diversification and new institutional models, privatization, internationalization and transnationalization, policies of equity and social responsibility.
