36. Gobierno electrónico en América Latina: revisión y tendencias
"Este libro presenta los resultados de investigación del proyecto denominado “Evaluación del impacto de las Tecnologías de la Información y las Comunicaciones en las estructuras organizacionales - Caso Gobierno Electrónico en América Latina”, el cual fue financiado por Colciencias en el 2011 a través del Programa Nacional de Jóvenes Investigadores e Innovadores. El objetivo de esta investigación fue desarrollar un marco teórico sobre el nacimiento, el despliegue, la evaluación, y el futuro del Gobierno Electrónico –GE– en América Latina. En la primera sección, se especifica la delimitación del problema, los objetivos y las preguntas desde las cuales se focaliza esta investigación. Luego se aborda el marco conceptual necesario para contextualizar a los lectores sobre las dinámicas correspondientes a las Tecnologías de la Información y las Comunicaciones –TIC–, su impacto en la sociedad y su papel dentro del sector público. Posteriormente se analizan dos informes relacionados con la evaluación de las estrategias de GE implementadas internacionalmente: el de la Universidad de Brown y el de la Organización de las Naciones Unidas –ONU–. Luego se identifican cuáles fueron los inicios del GE en América Latina con relación a cumbres, acuerdos, compromisos y agendas internacionales. Después se realiza una introducción a la iniciativa Municipios Eficientes y Transparentes –MuNet– de la Organización de los Estados Americanos –OEA–."
