RESUMO

This work analyses the Visions of Social Protection (VSP) related to Conditioned Cash Transfers (CCT) in Brasil and Mexico, Programa Bolsa Família (Family Grant Program) and Programa Oportunidades (Opportunities Program), respectively. The aim is to investigate the symbolic dimension of the public policies process, theme almost unexplored in Brazil, through a comparative and interdisciplinary approach. The work is based on two distinct analytic cathegories: Visions of Social Protection and arguments. The first one derives from the concept of framing, which is used by many authors of the discipline of public policies; the second one is used by Stone (2002) to analyze the paradoxes of public policies in contemporary democracies. The goal is to identify and characterize the VPS in Brazilian and Mexican contexts based on the analysis of the arguments of different thought communities about the goals of actions of social protection, the problems that they refer to and the solutions proposed to solve or ameliorate them. The aim of this thesis is to show that the analysis of the symbolic dimension is crucial in order to properly understand public policies, in spite of the fact that this dimension has been systematically neglected by the hegemonic stream of the subdiscipline.
