RESUMO

This research is dedicated to investigate the reasons why the solar water heating systems are not used in large scale on low-income housing in Brazil. There is a global tendency to reduce dependence on fossil energy resources, however, the influence and economic ruling of oligopolies that holds the end-use traditional energy costs demonstrate the vulnerability of technologies that still need to achieve greater market power. In Brazil, the introduction of clean energy technologies is not considered in projections of electricity demand and energy efficiency programs focus in the best interests for energy companies, leaving the user in the background. Some NGOs call upon user to directly enter the solar water heating systems in brazilian homes, being the low cost or conventional heater. Through voluntary initiatives, NGOs encourage citizens to build your own heater with alternative materials, or requiring, for political means, the introduction of systems in houses. Faced with failure of government policy, incentives absent, and based on the idea of NGOs to bet on individual initiatives of citizens, was structured case study that characterize user s Social Housing profile. The cultural and socioeconomic characteristics and the relation of the end-use electric power reveals a citizen open to new types of purchase energy, but it would have to be structured not by him, as there is a convenience caused by the energy pricing system. Thus, the factors that determine the introduction of these systems in low-income housing are a paradox between economy and culture. Efforts to ensure that the deployment would occur may come from society as a whole, being grounded in concepts of energy efficiency and sustainability, not only in economic conditions.
