RESUMO
The use of effluents in situations where lower quality waters is accepted, in addition to mitigate the hidric pollution, it also provides this same quantity to the potable supply, increasing the offer and creates the optimisation of the hydric resources. Believing in a sustainable development as a goal to reach, this work describes the possibilities of utilisation of municipal treated wastewater for non-potable urban and industrial use in the town of Campo Largo, Paraná. The study uses bibliographical research as methodology, which presents concepts on water reuse, urbanization, sustainable development and sanitary infrastructure. A survey about the national and international guidelines and standards of quality on the water reuse was carried through for the acomplishment of comparison with the analised effluent from the Public Wastewater Plant Cambuí, used in this research. For the case study in the city of Campo Largo, data gathering was made, following by consultation to the Municipal Government Office, to local Sanitation Agency (Sanepar), Incepa and the towns population, for survey of the municipal efluents supply and hydric avaiability. Once identified the effluents generated by the city and the potential industrial and urbans users for the treated water, a crossover between the required characteristics for the potential reuse purposes and the quality of the treated water generated by the Cambuí Wastewater Treatment Plant was realized. In the sequence, the organizacional structure in the use of the effluents in the Sabesp, City Hall of São Caetano do Sul, in São Paulo, pioneer state on the wastewater treated effluent utilization, and the Sanepar, in Paraná, was analysed through local visits and surveys. As results, the spacial determination of the potentials users of the treated water, volumes and suitable quality required was made. Following, two successful practical tests using the treated effluent were performed in the urban and industrial sector of the city. Suggestions of new uses for the reused water were made to the studied ceramic industry (Incepa) and the indication of the best alternatives for the urban area (City of Campo Largo) has been presented in the discussion. A generic model of implementation of an urban reuse system in cities with different profiles, and a specific organizational structure for a reuse project in the town of Campo Largo was recommended. As a conclusion, the industrial scale test performed in the industry (Incepa), certified that the effluent can be used without supplementary treatment in other plant sector. Due to the Cambuí Wastewater Treatment Plant proximity to the local industries, to the potentials users of the treated water found in this study and the suitable quality required by the guidelines for water reuse, results in good possibilities of a water system implementation, to provide Campo Largo with reuse water for urban and industrial purposes.
