RESUMO

The main goal of this study is to develop a methodology for the use of flood plains in territorial planning at regional level, aiming to optimize its function in the urban flood control and define ecological restoration criteria in areas alongside rivers. In order to achieve this objective an evaluation of urban hydrological dynamic impact, notably in relation of direct superficial flow, was carried out. Both original and probable complete urbanized scenarios were compared. After a specific study on flood plains storage capacity, a proposal was made in order to build a flood control system to decrease flood peaks. Based on the results it was possible to elaborate ecological restoration proposals for areas of permanent preservation according to technical criteria that permit its consolidation considering the physical environment point o view. That approach contributes to the ecological restoration models currently used. The results showed that permanent preservation areas ware not sufficient to guarantee the protection of flood plains on most part of the watershed. According to the hydrological model adopted, it is possible to adjust the peak flow values, even after the complete urbanization, to values similar to the original scenario, as long as 19 detention basins are implanted, using flood plains natural characteristics and limiting the percentage of impermeable area to 65% of the total. Based on the results different environments were separated and mapped as follows: areas susceptible to temporary floods, swamps and well drained lands.
