RESUMO

The objective of this thesis is to analyze the reasons why the underground is not well integrated in the use and occupation of urban land use. It is an exploratory, analytical and qualitative research, based on national and international literature review. Among the research questions are to identify who owns the underground city and a questioning of the idea that it is an infinite resource. The ethical land use, based on the principle of equity, is a mechanism to correct social inequalities. The choices and ethical obligations in land use consider the urban underground as a response to the issues that arise from attempts to accommodate the physical growth of the city without increasing distances and without increasing the dependence of transport. By incorporating the underground to the life of the city, various activities are overlapping, before viable uses to coexist on the soil surface are made possible without disaggregating the economic value of land property, the increased density becomes possible, without resorting to the use of sky-scrapers. The survey found no urban restrictions, economic constraints and technological impediments to the use and occupation of the urban upon an indoor city.
