RESUMO

The study deals with university issues, patents and innovation, specifically the transfer of university-industry technology. The central objective was the identification and analysis of the determinants of the process of technology transfer at the Federal University of Minas Gerais - UFMG from the perspective of some of its inventors, researchers and managers involved with the process of innovation at the university. To achieve this goal, using the triangulation of quantitative and qualitative methods, in a first step there was a survey with 36 researchers from UFMG registered as inventors at the National Institute of Intellectual Property - INPI.. The evaluation of the data occurred through factor analysis, cluster and variance. In a second step, we selected 11 cases for further research using a method of oral history interview. We tried to step information on these aspects relating to registration of patents, entrepreneurship and innovation based on: the researchers, inventors, the university as it is perceived by the researchers-inventors (institutional aspect), and the role of government in it. Of the 11 cases selected, 06 saw the process of university-business technology transfer accomplished whereas in 05 such process did not occur. Among the results of the work, the perception of the researchers is that the effects of the Law of Innovation have not reached the university. It is due to the governmentâs incomplete, poorly distributed and discontinuous funding. Interaction with companies should be practiced more. The reach of the significant volume of innovations from UFMG derives from its concentration of resources in knowledge and infrastructure such as research labs, in addition to financial. Among other positive factors there is the technology transfer-from-university office and the construction of the BHTec Technological Park. Low interaction with business segments and little disclosure, both internal and external, constitute barriers to placing technology in the business market. The results render researcher and student the main factors influencing the innovation and technology transfer from university. Those who had a good relationship with the company transferred their technologies denoting minor importance as to public financial resources. The strongest characteristics of the researcher-entrepreneurs were the dissatisfaction and the need for independence. A significant barrier to university-business technology transfer relates to the bias which is still present in the academia. We conclude that UFMG has carried out search and selection of priority areas for innovation, linked mainly to the health sector. Its expertise in this area is one of the major features it enhances. The traditional means of licensing of patents was adopted in light of this choice. The institution has accordingly developed a technological trajectory with indicators that highlight it in both national and international scenarios, the latter in an intermediate group of countries in economic development. However, the innovation process may assume continuity in the search and selection of new technological trajectories that must add to the already achieved expertise. Then, researchers from other areas can contribute to the consolidation of alternatives of technology transfer, such as spin-offs.
