Uma proposta para mitigação do risco de congestionamento da transmissão em sistemas hidrotérmicos

RESUMO

This work presents a proposal of transmission congestion management for hydrothermal systems with the objective of minimizing the energy commercialization risk associated with the uncertainty of costs by transmission congestion. In this proposal there are defined basic rules to offer the Contracts of Congestion of the Transmission, which are financed by resources of the merchandising, which constitute mechanisms of hedge that allows market players to acquire ex-ante a capacity for transmission of energy. The elaborated rules follow the market foundations and they are divided into two phases. The first phase is dedicated to players that share the electricity produced by the pool of hydro electrics units of the system, which consists of the free distribution of these contracts. The second phase is open to all market players and consists of the accomplishment of periodic auctions for acquisition of such contracts. An example of numerical application, emulated with data based on studies of the real operation of the system, is presented with the purpose of analyzing the structure of allocation of the Contracts of Congestion of the Transmission and also with the aim of illustrating the proposed application.
