RESUMO

The industrial agglomerations have shown an alternative to development in places, by offering social benefits by means of a cluster of services and suppliers in local level. The participating enterprises of theses agglomerations reinforce its competitive position when privileging good relations regarding cooperation in clusters. Such participation offers collective synergetic management and strengthens the chances of survival and growth of the enterprises, which might be related to public policy which aim the regional development. However, the enterprises in a cluster, usually present pattern variations and the public policies of support to such activities are not always directed to the real needs of enterprises, for not being considered their specialty. Many approaches have been used in the studies of cluster, however they do not capture the internal diversities of enterprises. This paper has as aim to adopt a methodology to capture such diversities. It was chosen the furniture cluster of Ubá (In the State of Minas Gerais-Brazil) as a study object and aimed to analyze the factors of competitive dynamics, in a way to identify the patterns which condition the stratification. From evolutionary principles, it was studied the competitive dynamics regarding this cluster by means of stratification of firms in three groups: forging ahead, catching-up e falling back. With the acknowledgement of groups with distinctive characteristics, it was tried to identify the following elements of public policies which can be better assimilated by them. The concept of Value Chain was used as an analytical instrument from enterprises in this study case that had descriptive character and qualitative and quantitative approach. There were semi-structured interviews made and formularies were given to businessmen of the sector. The data of the interviews were treated by the analysis technique of the content. The results permitted confirmation of the first stratification at furniture cluster in Ubá. It was identified the factors of productive process, product, market and management as the main elements capable of promoting differential between the group enterprises. Regarding the support of Public Power, there were identified actions of strong character which answered cluster as a whole, also as actions directed to groups. For the first group, it is important to stand out the need to invest in design schools and financing to acquire technology. For the second group, it is important to enable the process of financing, support creating and acquisition of softwares for the sector, support the participation in fairs and events as well as the participation in external markets. For the third group, it is important to improve the work structure and technology, investment in management training, courses in labor, accelerate the processes of adequate legislation and governmental help for the participation in fairs and events. It is expected that this paper serves as a base for the understanding of cluster demands. It is suggested to investigate in the future if these demands were answered and if the policies were well assimilated by the groups. The research also presents contributions which can help in management improvement from the enterprises from the point of exposition in which they stand out and others that need improvement.
