RESUMO
Small and medium high-tech firms have been cutting edge in both items: existence in the market and the use of management tools. Because of this last factor the strategic planning is used to establish the knowledge of the company itself, its strategies, capabilities, and also suggests the best use of resources from the organization in long terms. Therefore, this study aimed at helping small and medium-sized high-tech companies, whose acronym is SMET, through the development of an appropriate model of strategic planning. The proposed model was built based on planning standards set by academic researchers and, through the inquiring of non-probability sample carried out using a questionnaire to managers in this sector. Thus, the focus of the proposed model lies on the philosophy of agile management of the activities of the planning, and it can be modified, when it is necessary. It makes efficient answers to the market changing possible. The model consists of two macro-processes: the development and implementation of the strategic planning. The first macro-processes have three steps: assessment of the environment, defining the strategic profile (mission, vision and objectives) and the preparation of the summary of a planning document. The second macro-process is divided into two stages: implementation and evaluation of actual performance with the objectives, goals and strategies established. Consequently, the adoption of the proposed tool demystifies the obstacles to the development of strategic planning reported by the interviewers: lack of time, resources and future vision. Thus, the main results using the proposed model recline in the strategic direction of businesses: supporting business performance, motivated professionals, facilitates decision-making, enables the flow of information and increases competitiveness
