RESUMO

The usage of quality at health services should go beyond legal, normative and just technical issues when talking about supplemental health practices. Thinking about how to describe the manifest of the health services system for quality, from developing a quality model that fits as an instrument for supplemental health companies. The detached is that the service reflects the relationship with the user, where the quality is a necessary issue. The propose model is embayed in formulating strategy processes, having an systemic structure with developing from the analyses and verification of the ambient that better applies and is based on the prescriptive strategy - 5 competitive strength and adaptive strategic of competition, and analyzes the information from de BSC (Balanced Scorecard), also the execution of a Benchmarking evolving a excellence bases. This understanding strong contribute with the embassy and force of strategy knowledge and quality for the supplement health section, because according to high regulatory degree level demanded from the State to companies, the ambient becomes complex insight the information chain that migrate from the previous condition if attending the demand and survive this demand in a hyper competition market
