RESUMO

Over the last decade there has been a worldwide reorganization of the power markets, with important changes in their structures, with attempts to improve their efficiency, quality and competitiveness aiming the benefit of users or consumers. The particular characteristics of this industry (impossibility of energy storage and the consequent need for a balance between demand and supply, or the existence of active and reactive power energy) provide the electric market with a very special structure. In this Thesis, a systematic study of the calls the Ancillary Services is implemented in order to assure the security in the system operation. Three different electric systems were chosen for investigation: the United Kingdom, Nordic countries (Norway and Sweden), Spain, and the state of California (U.S). For each country studied, it was analyzed the technical aspects as well as the economic issues related to the production, delivery, provision, commercialization and charging of the Ancillary Services, trying to draw useful conclusions about the advantages that each structure presents. Finally, it is proposed an implementation model of centralized dispatch and a auction-based market model of Operative Reserve. Based on the analyses carried out, a MatLab algorithm was implemented for the solution of the optimum linear power flow, aiming the minimization of charging of these services, subject to the system constraints. Furthermore, solutions to the current need of the referred system were suggested, and some useful conclusions were drawn, allowing the guidance of future investigations toward the determination of the best way to implement the Ancillary Services in order to assure the security in the system operation and its efficiency.
