RESUMO

In the last five years, there was an increase the ethanol production in Brazil, thanks to the ex-pansion of this sector in the Brazilian Cerrado. Despite all the scientific and technological development for sustainable production of ethanol, the environmental, social and labor also affect the credibility of the product, both domestically and externally. Along with the expan-sion and growth of this sector of production in the cerrado of Brazil, increased reports of ir-regularities in the work on sugar plantations and distilleries over the last ten years, affecting the image of social and environmental sustainability of the sugarcane industry in the country. The study addresses the importance of regulatory processes and the role of environmental governance in search of better production practices and sustainable development of the sector, for example, the phasing out of pre-harvest burning of sugarcane by means of self-regulation of the sector. To better understanding of governance research highlighted the regulatory in-struments in the sugarcane industry, mapped out the main actors and regulatory institutions, identified the industries and companies with the higher representation in the sector and also examined the application of the blacklist. The research is being consolidated through primary and secondary data by collection with data in reports and documents. The method used was a literature search and semi structured interview of many actors in the sector. The interaction of various actors with the public was instrumental in the restructuring the sector, new regulatory processes have emerged mainly in the post-Alcohol Program. The processes of regulation and governance of ethanol include the issues of environmental protection, environmental health, human rights violations, among others. In this research, identified the public policy created by government with support from civil society, the purpose of implementing of various programs aimed at eradication of fire and contemporary slavery in search for sustainability of the sector in Brazil. The practice of burning to cut the cane also undermines the idea of "clean fuel" eth-anol, not just the pollution generated by soot or degradation of ecosystems, but also by the excessive heat that exacerbates the appalling conditions in which they are subjected sugarcane workers, leading to confrontation with the constitutional provisions of human dignity as well as other laws of human rights, environmental and labor.
