RESUMO

This work presents the development of a model for long term transmission expansion planning, which considers the system security (N-1 criterion), the cost of congestion, the impact of new facilities in system operation and the risk associated to demand growth uncertainty. It is proposed in the planning methodology the usage of load curtailment tolerance related to the N-1 criterion and, after the transmission network is planned for the expected demand growth, to calculate the risk of load cutting due to demand growth uncertainty. Thus, the proposed model associates to each tolerated load curtailment in planning, the level of total cost of expansion and a risk of load cutting. The Benders decomposition approach is utilized to divide the transmission network expansion planning problem into a master problem, which minimizes the cost of expansion, and two subproblems, representing adequacy of the network and optimal operation. The risk of load cutting is calculated by the method of Monte Carlo, from the estimation of the random growth of demand and the states of the planned transmission system. Finally, simulations are performed for the transmission network with 5, 14 and 24-bus, which show that by relaxing the criterion N-1 to allow the load curtailment, the number of new facilities, indicated by planning decreases and therefore the total cost of the expansion of the transmission; however, the risk of the designed network does not meet the uncertainty growth of load increase.
