Transporte rodoviário de produtos perigosos : proposta de metodologia para escolha de empresas de transporte com enfoque em gerenciamento de riscos




Road transport is the means which usually heads the handling of dangerous goods, and the rate of environmental accidents related to transportation of such products. Since the shippers of dangerous goods choose the carriers, they are considered to be major players in the logistics chain. It is up to them to discern among several companies, which offers the lowest level of risk in transportation. Moreover, the harsh law for road transport of dangerous goods is interconnected with that of environmental protection, consolidating the responsibilities of the shippers and the carriers, among which, for example, the principle of the polluter-pays and the principle of joint responsibility stand out. Due to the legal framework and the risks inherent in the transportation of such cargo, the responsibility of the shippers in choosing the carriers that offers the lowest risk during their operations becomes evident. In that sense, this work aims to propose a methodology for the identification and analysis of the most important features when choosing the service of road transportation for dangerous goods, from the perspective of risk management risk, using the technique of Stated Choice and software Multinomial Logit with Conditional Probability LMPC. The proposed methodology is an auxiliary tool in shippers decisionmaking, allowing them not only to assess and hire carriers that offer a higher level of safety in its operations, but also to improve the quality of road transportation of dangerous goods. This methodology has been applied to a case study of fuel oil shipped by road from Midwestern Brazil, where it was possible to identify the predominant attributes considered by decision-makers, to measure the weight of each attribute, the estimation of the utility function and the preference of alternatives for certain services offered by carriers of dangerous goods. Validated the methodology, it can be used in the future for dangerous goods of different Classes of Risk by shippers.
