RESUMO

The aim of this dissertation is to undertake an analysis on the administrative transformation in the public organizations during the 90s. It is focused on São Paulo State Military Police, organization formed by the state repressive force. It attempts to demonstrate how strategies of a consensus construction about the Police is social function within the modern societies, depending on the violence social repercussion, a critical factor of Institutional legitimacy. The Police organization evolution, since the construction moment of State-Nation, its insertion in the govern ability run and its constitution as creator of an specific profession is highlighted by a duality: coercive ability monopoly exercise agent and simultaneously, an actor of the consensus production over its legitimacy. Based on some concepts concerned to organization culture and ideology, the military police historical transformation are run, emphasizing the administrative approach, which tries to become legimate itself as safeguard of the society against violence. The administrative strategies that can guarantee this search for legitimacy come since the formulation and application of institutional policies, such as mission identification, police patterns and personal qualification till the total quality run and communitarian patrol. These strategies can be seen associated to military police culture of redefining its mission so that it can obtain a positive image to the society and then, legitimacy strategies of its coercive action.
