Tradição e tecnologia : a historia oral e escrita da atenção a saude em São Carlos

RESUMO

The current work originated from a concern based on the existing establishment Sistema Único de Saúde (SDS- Brazilian National Heath System) throughout different actual realities in the country and holds Health Care as a central theme present1y under development in São Carlos, a city in the interior of the state of São Paulo. Its all-embracing objective is to understand the history of health care in the city, aiming at identifying elements that may be able to contribute towards a better implementation of constitutional principles of the current National Health Policy. The theme considers concepts and models of health care, taking on a larger affinity with the tendency "Defense of Health". As it is a qualitative investigation its main methodology is Thematic Oral History, and in order to comprehend the subject matter, oral depositions were obtained in semi-structured interviews with 14 collaboratorsldwellers of the city and/or researchers, health public system users and employees, and/or important and representative people of the health area designed for local history. Besides a portrayal of the city, of its history and its present moment, health care in the city is subdivided into eight historical periods that deals with its beginnings and trajectory by integrating oral depositions and information gathered by Documental Research, including the use of different memory support (photos, movies and documentaries) and by means of Participant Observation of the present functionalism dynamics of SUS in the city, in important events and in the day-to-day of Health Public Service. A Chronological and Contextualized Panel of Health in São Car/os gives support to the interviews and the assignment in its entirety. The current health care strategy is delineated and ana1yzed, identifying its limitations and perspectives and categories considered important in the depositions of those interviewed, such as: health health in the city, social activity in health; tradition and technology in health. To reflect, get to know, reconstitute and ponder on an important part of the historical process lived by the city, which simultaneously coexists with traditional characteristics and technological innovations, and especially, being a health sector, allows to affirm that: there should exist a better defined social organization of the users in order to truly practice social control of health, furthermore, there should be improved technical-policy capacity of health employees, so that they can modify their daily practices, and thus become effective alternatives to significant1y alter the historical course of Health Care in São Carlos
