RESUMO

This dissertation attempts to compare the developed relations between the cognitive social actions of Modernity, citizenship and the construction of Social States and Welfare States in Canada and Brazil since their inauguration in 1930 until 2000. The main focus is at the moment of their strong installation, in the 1950es. By using the case of two lagged countries that emerged of their colonial condition in the Americas, and trying to verify the development of their civil, political and social citizenship, the dissertation specified the investment in human resources intertwined with the capital amplification. Thus forming the social areas of Employment and Wage, Security, Education, Health, Housing and Welfare Assistance the latter as a compensation or promotional way to the needs of vulnerable groups to equalize. The starting point was the founding period of the Nation State and the constitution of civil societies in 19th century, when the dissertation questioned the nature of constitutional régimes that were installed. These régimes were supported in political coalitions and social constructions that could support an emerging inclusive social citizenship or oppose to it. Their leading external orientations and their internal compositions toward national integrations would play an essential role in this matter. Afterwards, it was examined the long cycle from 1930 to 1980, for it included the construction, the full installation and the beginning of alteration of the Social States of the two countries. It would lead to constitutional reforms of 1982 in Canada and the 1988es in Brazil. The work verified integrated speeches of political agents and entrepreneurial agents, interest groups actions, Parliaments representations, and the nature and composition of social programs. At the end, it was examined the contemporary period of the last 20 years of 20th century. Brazil inaugurated de Social Security concept that tries to universalize the social rights of homogeneous citizenship. Meanwhile, Canada amplifies this concept by the Social Investment State in a congregational citizenship. It affirms an intensive educational society, the multicultural social liberalism, and the recognition of different productivities. The dissertation concludes that the asymmetries between both countries reveal, nevertheless, quite similar experiences in specific moments of 20th century, with different options. These differences resulted from the benefits of the proper system of social inclusion generated by the Canadian model.
