RESUMO

This work results from a research in the field of Educational Practices and Policies, within the Post Graduation Program in Education, at Universidade Nove de Julho (UNINOVE). It aims at investigating how SENAC-SP (Serviço Nacional de Aprendizagem Comercial) led the professionalizing education reform that the institution experienced in the 1990s. SENAC is the research focus in this work due to its educational representation, both for variety and number of technical courses. SENAC-SPs portfolio offered 33 titles in the year 2000 and had 82.345 clients, in 12 distinct areas of knowledge. The hypothesis on the scope of this research is that the understanding of educational processes along the 1990s revealed some resistance among those who had an initial comprehension of those processes and the corresponding educational practice. Moreover, that the mentioned resistance is extensively linked to how mediation occurs between reform surmises and the institutional culture. Furthermore, this research aims at elucidating how educational reforms are delineated by dynamic processes and marked by institutional features.
