RESUMO

OBJECTIVE: Develop and test a methodology to draw the situation of the road transport of hazardous materials in Federal District, subsidizing public politics in areas such as civil protection, environment, health and public security. METHODOLOGY: Accomplishment of a prospective research after verifying the existence of previous studies in the same area, highlighting the positive aspects and the deficiencies found, besides the reason why some of them were not accomplished. Afterwards, the institutional arrangements of the entities related to the theme of the research were investigated, providing data to identify which of them would have an adequate profile to be examined through questionnaires. Elaboration and application of the research instrument after the training of the people responsible for the completion of the questionnaires. Analysis and statistical examination of the gathered data and presentation of the results. RESULTS: Most road transported hazardous materials head to Federal District. Flammable liquids correspond to 63.5% of the total; gases to 30.2%; hazardous miscellaneous substances to 2.5% and corrosives 2.1%. Radioactive materials class was not found during the research. Explosives and oxidizing substances were found between 9 a.m. and 12 p. m. Corrosive substances appeared mostly between 9 a.m. and 3 p.m. and miscellaneous cargoes were transported between 9 a.m. and 6 p. m. In regard to hazardous material truck drivers, 95.7% were submitted to training programs, 1.8% do not, and 2.5% did not answer this requirement. CONCLUSIONS: The proposed methodology is useful to gather information about the road transport of hazardous materials in other states as well, providing a lot of information that works as a background for the implementation of the TransAPELL/PNUMA Program in Distrito Federal (Federal District), with the support of the civil defense community groups.
