RESUMO

This dissertation examines the public policy of the Science Park of Campinas (SPC). The purpose is to examine how actors act in the process of drafting the SPC, because of their actions and the difference that the policy does to society. For this reason, the dissertation is based on the theoretical and methodological studies of Science, Technology and Society (STS) and on the Policy Analysis. The STS show how the actions of the dominant actor in the process of outlining the SPC policy influence its direction. The Policy Analysis offers a methodology for the analysis of the process of shaping that policy. Three decades after the beginning of the process of the outlining of the SPC policy, the weakness of the interaction between the scientific and technological potential and the economic development remains the same. This was the public problem which that policy tried to solve. But there is also evidence that the policy followed to implement the SPC has been driven by political interests of members of the research community of the State University of Campinas - the dominant actor in this process. The analyzed policy can be seen as a symbolic one: it was formulated without attending the conditions for its implementation in Brazil and, specifically, in Campinas. This is because the dominant actor in the process of policy outlining emulated experiences of Science Parks from developed countries
