RESUMO

The development of a nation, its socioeconomic progress as well as the quality of life of their citizens depend largely on the levels of education and training of the people, which dictates the strategic role of Education in that process. Considering that Mozambique is a 20 million inhabitants country, were the majority of the population do not have access to a formal education and, an important proportion of the families live under absolute poverty conditions, the Govern of Mozambique has developed a Strategic Plan for Human Resources Development for Science and Technology. This strategy gives priority to the training of Mozambicans, in order to promote the development of the country. Considering the relevance of this issue in Mozambican context, and taking into account the strategic importance of the Ministry of Science and Technology, the present study have been developed with the aim of describing the management of people in this Ministry, hopping to contribute for the improvement of the human resources management in this Ministry which, in turn, will contribute for the development of the human resources in Mozambique. The specific goals of this study were the following: to identify if the strategy of human resources management is in line with the strategy of the Ministry of Science and Technology and with the program of the Government; to identify the limitations on human resources management, in order to propose changes that may contribute to a better practices on human resources management within the organization. Using a case study, the research was exploratory, descriptive, with quantitative and qualitative approach. Qualitative data were collected based on semi-structured and deep interviews, adding non-systematic observation and documental consultation. Quantitative data were collected based on a closed-questions questionnaire distributed to all employees of the Ministry, based in Maputo. Data analysis and interpretation were done using content analysis and common descriptive statistics techniques. The results suggest that, within the Ministry of Science and Technology, the human resources strategy is in line with the strategy of the Ministry which, by turn, is in accordance with the Mozambican Governments Program. The study identified some limitations that suggest the need for some changes on the philosophy, policies and practices that support the human resources management. It was observed that, as a result of a Government reflection and the Public Sector Reform in Mozambique, which will result in some changes in the Law, in order to improve public services, may facilitate the implementation of the chances suggested in this research.
