RESUMO

The political and pedagogical practice of Caritas-Brazil, marked its origin through its assistentialist nature and immoderation with the popular education, is strongly associated to the construction process of social movements, passed through a transformation process from its proximity and involvement with the communities, movements and social organizations linked to the popular education field, that gradually, became consolidated as a popular educative model and as a character transformer and emancipator, affirming itself, today, as an important organization of popular assessor. This research project proposes to make a trajectory through the history of social work of Caritas-Brazil and its learning relationship with the popular education, seeking to understand the significance and meaning of its political and pedagogical practice in each of the different phases of its social work. Besides the proposal of achieving a work of systematization and analysis of historical trajectory of Caritas-Brazil (1956-2007) and its interaction with the popular education, I perceive it important, to develop a process of reflection with regards to some of these programmes of the moment: the Programme of Public Politics (2000-2007), examining carefully the various conceptions, objectives and strategies utilized in executing this programme with the expression of the present phase of social work of Caritas and as an answer to the various challenges and demands that are put in place in the construction of popular participation in the sight of neoliberal hegemony and the fragmentation and demobilization of popular social forces. Besides the rich bibliographical reference about the debate on popular education as pedagogy of popular participation, a research work was accomplished in the interior of Caritas, from work selection and documental analysis and interviews conducted with some agents from regional and national solicitations and with the leadership and social agents of movements and communities assisted with the execution of this programme analysed as a methodogical procedure for the viabilisation of the proposed objectives. The social work developed by Caritas and its trajectories and challenges that mark its transformation into the pedagogy of popular participation, presented in this work, are valuable contributions to the process of analysis of the history of social work of the Church, and of movements and social organizations and of popular self-education.
