RESUMO

The different definitions of planning vary according to the role the State plays on the formulation and implementation of the policies at any specific moment or conjuncture. In this study, the planning is a part of strategic thinking and not a method; it is a way to understand health problems. It is also a process that consists of drawing, executing, following and appraising the proposed action as a group, aiming to reflect only a specific part of the reality. This study tries to show the reality of institutionalized planning and has as its main objective to describe and analyze the process of planning at ANVISA, in the period between 1999 and 2006. For this purpose, a review of documents, including the results of the planning process; which are the Pluriannual Plan, the Managing Contract, the National Health Plan and the Annual Program; were completed. The main directors, the coordinators and the coordinators of planning area in the Agency were interviewed during the period studied. The results were organized taking reference to the Coherence Postulate by Mario Testa, which are, the objective, the method and the organizations in each of the references related to during the management process at the Agency in this period. It was demonstrated as a result that the planning at ANVISA presents a certain degree of institutionalization although the directors see it only in the limits of the technical dimensions. The study reveals that the results of the planning were not used as a tool in the management process and that the effort of structuring the uses of the planning and programming were interrupted after the creation of the documents, showing only the obedience of the legal agreements. There is a clear distinction which is made between the planning and accomplishment of the activities, without the understanding that the planning must be a permanent process, as a way of assuring success in the creation and accomplishment of the organization policies. We could conclude that planning at ANVISA is not a valued daily practice in all sectors. It is an action which is not related to the budget of the Program, the monitoring and appraising are not well-known procedures in the management process.
