RESUMO

This work analyzes the political, legal, and historical aspects that influenced the implementation of the fundamental right to adequate food in the Brazilian Northeast. Therefore, it was utilized a research of qualitative approach, as well as an interdisciplinary bibliographical and documentary kind of the doctrine majority - national. Initially, it proceeded a short historical digression, putting into context the origins of the adequate foods defense. Secondly, it was shown the fundamentality of the right to food for the internal legal system. Subsequently, they were cited, by their thematic pertinence, legislative documents which collaborate in the struggle against the drought in the Northeast, as well as the legislation national and international concerning about the promotion of the adequate food. Also, they were mentioned some of the contemporary policies related to the matter, specially, those considered as landmarks for the region, such as the Superintendência do Desenvolvimento do Nordeste (SUDENE), the Banco do Nordeste do Brasil (BNB) and the Strategy Fome Zero. It was still presented some of the successful experiences based in a spirit of autonomy and participation - implemented by the state and the civil society in behalf of the right to adequate food in the Northeast. As a result, it was verified the reasonable of the specific legislation to achieve the right to adequate food, it was also demonstrated the profusion of policies and funds historically directed for the Northeast in order to exterminate the drought and his effects, and, finally, it was shown the must to increase the popular participation in the definition and in the achievement of the policies of promotion the right to adequate food.
