RESUMO

The research aimed to identify the information needs of the council member in the Brazilian Sistema Único de Saúde environment, looking for to know his/her functionary profile; its information needs concerning information type, used information sources, medias and subjects that, in his/her opinion, must be object of social control and also to identify the reasons of information needs to act in the social control, as well as known the degree of digital inclusion of the council member. Using Dervins sense making approach with quanti-qualitative analysis, it was obtained 676 housed in web questionnaires answered and 30 participants granted interviews. Strong correlation between variables, such as profession and the looked information type (r >0,994); the information source and the professional segment the council member represents (r >0,988) and the coherence in the answers on the importance of products and services offered in the internet and the degree of easiness in its use (r >0,740) were found. At the end, on the basis of the findings of the research and Wilsons and Martínez-Silveiras models, the health council member information seeking behavior model was built, as well as recommended development and implantation of the Health Council Member Portal in order to concentrate in a single web site the links for accesses to the information sources, systems, people (gatekeepers), databases and tools that can improve the performance of the council member in the exercise of its activities, minimizing doubts, possible conflicts regarding political representation due to limitations on politics expertise, spreading of qualification chances and access to the information, knowledge and experiences exchanges.
