RESUMO

The conflict generated for the implementation the Permanent Preservation Areas (PPA) has dealt so far several scientific investigations. One of the issues arises from the PPA being implemented in the cultivation and stockbreeding sectors and their concrete implementation causing farmers to face economic and social problems (economic considerations then prevailing over environmental concerns). Although the law is to be enforced; the issue at stake can be approached from economical and environmental perspectives. Implementing the PPA in accordance with forest laws leads to some economically productive areas being preserved. Which consequently gives rise to a conflict with the use of those areas for farming purpose as the income generated by rural properties is jeopardized. The present research aims at analyzing how the banana cultivation farms located in the city of Luís Alves are economically affected by the implementation of the PPA required by the Brazilian forest law. This research is based on a methodology used in agricultural economics, cultivation- related handling techniques, environmental management, remote sensing, and geographical information systems. The city has been selected as the main study area on account of its hydrologic formation, its topography, and the sizes of its rural properties. Fifteen rural properties have been taken into consideration, their main activity being devoted to banana cultivation. As part of rural work procedures, a head office and warehouses and has been used to collect data and determine the location and the spatial distribution of activity areas on rural properties. Maps featuring soil use as well as property and PPA borders have been drawn up with the help of that information supplemented by satellite-transmitted pictures. The Information has been organized by means of a Geographical Information System (SIG, using the Arcview software). An analysis of the economic impact of implementing PPA on banana cultivation farms has been carried out. The results show if the rural properties on banana cultivation will have reduce of the farm area in average of 28,32%, 20,00 and 30,73% with the of the implementation of PPA conform the groups I, II and III respectively. The same purpose the gains liquids if the rural properties on banana cultivation will have reduce in average of 38,58%, 27,65 and 40,21%, conform the groups I, II and III, respectively. The sample reality, small certainly, about the universe present, but this possible in the moment, about the factors available for realization of research, permit to answer talking if all properties analyzed have conflict of use the soil in area PPA. Although, dont permit confirm if are possible to go for all the town. The hypotheses stay confirms partialities. Already if this possible confirm for the sample. Their concrete implementation of law PPAs have the impact many significative in the rural properties analyzed, ready of impracticable the form actual the production. About the possible if impracticable economics the properties, have the strong indication if necessary that instruments more complex of treatment that question of PPAs if that simple instruments of command and control
