Tempos de superação para a educação paranaense : uma leitura do discurso oficial a partir dos documentos orientadores das semanas pedagógicas

RESUMO

The present study has as its investigation theme the direction given to educational policy in Paraná from 2003 in order to overcome the educational model based on the neoliberal model. The main objective of the study was to evaluate if the official indications for the development of Pedagogical Weeks in the period 2006 to 2010 had a consistent reference with the proposal intended to overcome the current management until then. The research was supported by a theoretical and methodological reference critical, based on the principles of materialist dialectics. In the opening sections we tried to characterize the movement s recent history of educational policy in Paraná, tracing the events that made up the historical setting in which our object is inserted. To this end, we analyze the events surrounding the educational policy of the state of Paraná confined to two moments: the process of democratization of the nation from the 1980s and the consolidation of neoliberalism as an economic policy in Brazil and Paraná in the middle 1990s. After the rescue of the historical context, we set out to investigate the actions taken by the state government that began in 2003 in search of a contrast to Paraná neoliberal principles in education. We seek to examine, within documents, if there was coherence of the discourse present in the guidelines for Pedagogical Weeks that happened in Paraná in the period 2006-2010 with the intention of overcoming neoliberalism. For this analysis, we take as axis of research categories: a) Political-Pedagogical Project, b) curriculum, c) Pedagogical Work Organization, and d) School Management. We realize that the official discourse propagated by the guiding documents of Pedagogical Weeks was permeated by a contradictory character, showing the simultaneous presence of elements that can contribute to overcoming the educational model based on the neoliberal model, therefore consistent with the intention, and elements that work against such a possibility. We finish the paper seeking reorganize the whole process we endeavor to analyze, establish some observations that we need to overcome processes and pathways that prevent us from building and implementing a democratic project for education of Paraná.
