RESUMO

This study is supposed to evaluate the relative efficiency level of the Itabuna- Ilhéus micro region?s municipalities and its determining factors. It also estimates what production targets maximize the productivity though the efficient use of the available technology. To estimate the technical efficiency it was used a non-parametric model of Data Envelopement Analysis. The Tobit model was used to investigate the efficiency determining parameters. Under at constant return to scale, only 31,51% of the observed data showed to be efficient. This was a results from the crises though witch the region passed by during the 90?s. This crises was caused by the conjuncture and structural factors. The region could expand its production average value in 161,8% without lucrease in production factors or technological improvement. The main source of inefficiency is related to the wrong production scale. The results from the Tobit Model indicate that the diversification, the technical assistance, the financial assistance and the percentage of people in charge and non-paid people explain the percentages of 39,08% for total technical efficiency index and 53,86% for the scale index. The Diversification index and the percentage of responsible people in charge and non-paid people have a benefic effect over the efficiency. It comes to support the hypotheses that the municipalities with more diversification and family based are efficient empirical evidence has shown that the properties that receive more technical and financial support are not more efficient than the others.
