RESUMO

This study aims at evaluating the conflicts associated with the land use due to activities of sand mining, real state construction, agriculture, and manufacturing plants, besides the conservationist requirements in the eastern part of São Paulo Metropolitan Region (RMSP). In this area of study, six sites of sand extraction were identified, which constitute the main source of sand to meet the demand of the RMSP for the next decades. The main objective of this study is to contribute towards promoting a more rational way of extracting and using the resource, without penalizing the existence of other activities, motivated by the pre-existence of conflicts about the use and occupation of the soi!. The methodology is based on the survey of current situation of the sand mining industry in this area, specially focused on the environmental concerns. Main conclusion of this work is that sand mine operations are negatively affected by local public decisions that are more oriented towards other uses for the ground. In order to reach a global agreement, it is necessary the governmental participation through the implementation of public policies, contemplating the position of ali actors of these conflicts
